Custom Property "THREAD" Setting Changes are Not Getting Effect (Doc ID 2563440.1)

Symptoms

When setting the below thread property through CUSTOM property set, OTM is not considering the values.
glog.workflow.queueThreads.<queue>=<# of threads>

Steps:
1. Sign in to OTM application
2. Go to Configuration and Administration > Property Management > Property Sets
3. Select the custom property set
4. Set the below property
Set glog.workflow.queueThreads.planningBuild 18
Set glog.workflow.queueThreads.planningCommit 18
5. Verify the thread changes in OTM
