On :  12.2.7 version, Material Move Orders

ACTUAL BEHAVIOR  
---------------
EAM Work Orders Component Pick Release program is scheduled to run every 5 mins. Sometimes there is not enough quantity so the move order lines get backordered and deleted from the system. However, the headers are not deleted. This is causing increase in records in MTL_TXN_REQUEST_HEADERS with no lines in MTL_TXN_REQUEST_LINES.

EXPECTED BEHAVIOR
-----------------------
Even headers should be removed if there are no lines created / allocated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Run EAM Work Orders Component Pick Release > Allow request to backorder due to insufficient qty > See move order headers created without any lines.
