Cannot Upload From Learning Management System To Content Server Using HTTPS

Symptoms
When attempting to upload the content
the following error occurs.
ERROR

The Content upload failed. Contact System Administrator.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
. Navigates : Learning Administrator > Content
2. Select a folder and from the details page, click on Upload
3. On the upload file page, select Content Server : content, Directory : learn , and then select the file to upload, and then click next .
4. See that this errors out with following message .
