R12 Encumbrance_type_id Is missing in table PO_BC_DISTRIBUTIONS for the POs Created in the Newly Created Ledgers (Doc ID 2567150.1)

The ENCUMBRANCE_TYPE_ID is missing in PO_BC_DISTRIBUTIONS table for the POs created in the New Ledgers which were just defined in Release R12.1.3.

However this ID is populated for the POs created in an upgraded Ledger that was defined in Release 11i. Why?
