Problem Statement
Unable to disable inventory picking rule due to the following error.

Error
Cannot modify rule because it is associated with one or more strategies.

Steps To Reproduce

1. Open Inventory Picking Rule form
   (N)Inventory > Setup > Rules > Picking
2. When click on the "Enabled" check box, it prompt the following error
