Descriptive Flexfield - This segment value has expired (Doc ID 2574074.1)

Goal

Why, in some cases, Descriptive Flexfield does not show all available values and return the message "This segment value has expired"?

Per example, DFF which is used in HRMS > Work Structure > Positions > Extra Information.
This Extra information provided the Project and Award association for this Position.
The DFF only has a condition that the Award should be active, i.e. not closed out.
But, even though the Award is Active, we are getting a FND message that - This segment value has expired.
