Submit For Approval Button Is Enabled When RFQ Approval Status Is IN PROCESS (Doc ID 2574851.1)

Symptoms

ACTUAL BEHAVIOR
---------------
User submitted the RFQ Award for approval.
After that when we open the RFQ we could able to see the "Submit for Approval" button is enabled.

Due to this user submit the RFQ again for approval. This leads to Unexpected Error in the AME and award got rejected automatically by the system..

EXPECTED BEHAVIOR
-----------------------
"Submit for Approval" button should be disabled after submitted the RFQ Award for approval

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an award and submit it for approval.
2. Open the notification and see how the "Submit for Approval" button is still enabled.
