Why is the Insurance Index LOV Empty on Fixed Asset Insurance form? (Doc ID 2575797.1)

Goal

Users cannot select any Insurance Index as the LOV is empty on the Fixed Asset Insurance form.  The start date of price index is before asset's date placed in service and base index date. There is no end date on the price index.
