Symptoms

When running PAIGEN_SINGLE: PRC: Generate Draft Invoice for a Single Project the Bill Group parameter is not displayed and when running PAIGEN_RANGE: PRC: Generate Draft Invoices for a Range of Projects
the Bill Group and Consolidate Bill Group parameters are not displayed.

Steps to reproduce:
1. Using a Projects responsibility navigate to Other -->Requests-->Run
2. Select Name = PRC: Generate Draft Invoice for a Single Project OR PRC: Generate Draft Invoices for a Range of Projects
