Start up of OTM Application Server fails with error

In customer's Disaster Recovery environment the startup process of OTM is failing with error with " Invalid Data Connection". This occurs two seconds after receiving the log entry -- OTM Event: serverReady entry in the console log.
There was a change in the connection pool LOCAL_JTS that was made through the application in the primary Data Center. This caused the password for this data source to be updated in the DATA_SOURCE table since the databases for the disaster recovery (DR) site were in active standby mode via Data Guard.
