Symptoms
On Oracle E-Business Suite 12.2.x Conflict Manager keeps increasing and not allowing to run any concurrent program. Diagnostic error from screen:
ERROR

This request is waiting to be processed by the Conflict Resolution Manager.
This request cannot yet begin execution because other requests may conflict with it. The Conflict Resolution Manager will determine when this request may begin execution.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Concurrent -> program -> request
2. Execute any concurrent request.

Due to this issue, users not allowed to run any concurrent program.
