Symptoms
On : 12.2.7 version, Home page Issues
After applying patch 26428381:R1.PO.D, users not able to submit change request.
When creating a change request that has a blanket release associated to it
the change order gets automatically rejected.

Line Status Details shows Response as Rejected with Response Reason as Validation Error
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Requisitions > Requisition Details > Change History
2. Shows the Requisition with Overall Status as Rejected
3. Line Status Details shows Response as Rejected with Response Reason as Validation Error
