PAXPREPR Creating New Project Template Fails With FRM-40735 And ORA-01403

Symptoms
In Oracle Projects, when copying a capital project to another template or project - OR - creating a new template, the Revenue and Billing form is forced open and locks the form with this error:
The issue can be reproduced at will with the following steps:
1. Using Projects responsibility
2. Navigate to Setup/Projects/Project Templates
3. Enter the header information and then click to another setup step
4. The Revenue and Billing form is forced and user has to close the form using Close Form.
