Parameter Reseting To Default Value While Submitting Concurrent Request From OAF

ACTUAL BEHAVIOR
---------------
While trying to submit the program from CPProgramPG page, after changed the first parameter then move to the secondary parameter, the page refreshed and the first parameter reset to default value.
This issue will reproduce if set the parameters as below.
1. The first parameter is defined with a value set(GL_SRS_STANDARD_DATE or FND_STANDARD_DATE), and has a default value
2. The second parameter, will have a dependence on the first parameter(use:$FLEX$.FND_STANDARD_DATE:NULL)
EXPECTED BEHAVIOR

While tabbing out of the first parameter filed, the first parameter not defaults to Current Date.
STEPS
-----------------------
1.Create a new concurrent program with two Parameters.
2.The first parameter is a date with default type of Current Date.
3.The second parameter is defined with a special value set and depends on the first parameter.
4.Add the request to System Administrator reports
5.Submit the request through OAF, on the Parameters tab, change the first parameter to a different date then tabbing out of the field to update the second parameter
