Consolidated Bill Group PAXINBGR Customer LOV not working correctly

Customer has nearly a million customers.

Customer has set FORMS_RECORD_GROUP_MAX=25000

When searching for a customer name like 'ZZZZZZZ', the form returns 25000
customers (order by customer name).  However, none of them are related to the
value entered.

If they search for customer ABC, they get the proper results as ABC falls
within the first 25000 customer names  (order by customer_name)


Customer does the same customer search in the Agreements form and they get
the correct results.
