Symptoms

While trying to open View Document Attached in the Notification encountered following error.

ERROR
ORA-01403: no data found ORA-06512: at "APPS.WF_MAIL_UTIL", line 294 ORA-06512: at line 1

STEPS TO REPLICATE
The issue can be reproduced at will with the following steps:
1. From purchasing responsibility
2. Open the PO Notification for the user which has attachments
3. Click the link "View Document Attachment"  - error occurs
