Problem
Trying to assign items to Orgs using API "EGO_ITEM_PUB.Assign_Item_To_Org", generates master child conflict errors.

Steps

The issue can be reproduced at will with the following steps:

Using either the EGO_ITEM_PUB API or the Import Items Process:

1. Create Item (PROCESS_EXECUTION_ENABLED_FLAG) at Master
  Result: Item Created at Master with PROCESS_EXECUTION_ENABLED_FLAG as N

2. Assign Item to Child Organization
  Result: Item Assigned to the Child Organization with PROCESS_EXECUTION_ENABLED_FLAG as N

3. Update any attribute at Child Organization
  PROCESS_EXECUTION_ENABLED_FLAG Updated to NULL at the Child Organization

Error is seen.
