Intermittenly User Preferences Are Not Working (Doc ID 2584524.1)

Symptoms

Defined an user. This issue have an Account Policy attached that will prompt the user to change their password when first logged in.

Proceed to login for the first time as the defined user. Receives the prompt to Change the Password.

Complete the password Change.

While still logged in after changing the password, noticed that the Currency code on Shipments is USD -- which is totally incorrect.

Proceed to Logout of the system, then log back in as TEST_USER. with the New Password.

Proceed to review shipments and noticed that the Currency Code is in AUD -- which is correct.

Additionally if logging into the instance as a user that do not have an Account Policy Attached, the currency code is correctly displayed as AUD and no need to log out an back in to see the correct currency code.

Also it do not matter if the user is an Admin user or non Admin user this issue is present
