CLE: Invoice Data Extract - XML does not extract invoices of Non-Hungary customer though having Hungarian VAT ID.

EXPECTED BEHAVIOR

CLE: Invoice Data Extract - XML should extract invoices of Non-Hungary Customers also.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a Customer.
2. Create a Bill to Address other than Hungary and Ship to Address with Hungary.
3. Create a Transaction using this customer and post it to GL.
4. Run the CLE: Invoice Data Extract - XML

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot submit statutory reports to Hungarian Tax Authority.
