Symptoms

The Award Baseline is failing with the following error:

Baseline has failed because no budget exists for the project &PROJECT_NUMBER and award &AWARD_NUMBER.

GMS_BUDGET_UTILS.GET_BASELINED_VERSION_ID- In NO_DATA_FOUND exception
Error occured while summarizing the Project Budget.
GMS_BUDGET_PUB.BASELINE_BUDGET - Error occured in gms_summarize_budgets.summarize_baselined_versions
Award Budget Submit/Baseline process failed.
GMS_BUDGET_PUB.BASELINE_BUDGET - In when others exception

Steps to Reproduce:

1.  Grants Accounting Responsibility - Budget - Award Budget
2.  Baseline

Error is returned
