R12: WebADI Does Not Validate Zero Exchange Rate

Symptoms
ACTUAL BEHAVIOR
When create foreign journals with zero exchange rate on enter journal form, following message will popup:
Your currency conversion rate must be greater than zero.
This is an expected behavior. But when upload foreign journals using WebADI, journals can be uploaded with zero exchange rate.
EXPECTED BEHAVIOR
WebADI can validate and stop foreign journals with zero exchange rate.
STEPS
The issue can be reproduced at will with the following steps:
1. Create WebADI document.
2. Populate foreign journals with zero exchange rate.
3. Try to upload journals.
