On : 12.2.9 version, Revenue

ACTUAL BEHAVIOR
---------------
Upgrading from 11.5.% to release 12.2.9

Projects not showing up in LOV for PRC: Generate Draft Revenue for a Single Project and PRC: Generate Draft Invoices for a Single Project

When I click on project number field, none of the projects are showing up.
  

EXPECTED BEHAVIOR
-----------------------
Expect to see project number

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Request> Submit window
2. PRC: Generate Draft Revenue for a Single Project
3. LOV for projects has no values
