Symptoms

ACTUAL BEHAVIOR
---------------
Unable to find proper taxable city for an employee living Highland County, Hillsboro City.

Tax Override does not have proper city in List of Values (LOV).

EXPECTED BEHAVIOR
-----------------------
Need to be able to tax all employees no matter what city they reside within the US

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. US HRMS Manager > People > Enter & Maintain > (Query Employee) > Assignment (button) > Tax Info (button) > State Tax (button) > County (button) > City (button)
2. Notice wrong School District Code (SCD) being taxed
