Adjust Shipment Costs Action Does Not Display Currency in Drop Down When Using French Language Preference

Symptoms
When French Language Preference is used and the Adjust Shipment Costs Action is performed the required field for Shipment Cost does not display the Currency drop down field .
1. Set user language preference to French
2. Navigate to Shipment Manager > Shipment Manager > Buy Shipment
3. Select Shipment
4. Navigate to Actions > Shipment Management > Change Shipment Costs > Adjust Shipment Costs
5. Click New Shipment Cost
6. NOTE: The required field for Shipment Cost does not display the currency drop down option
2. Navigate to Shipment Manager > Shipment Manager > Buy Shipment
3. Select Shipment
4. Navigate to Actions > Shipment Management > Change Shipment Costs > Adjust Shipment Costs
5. Click New Shipment Cost
6. NOTE: The required field for Shipment Cost does not display the currency drop down option
