Proposal Time From OTL Flagged As Billable When it Should Not Be (Doc ID 2592786.1)

Symptoms

On : 12.1.3 version, Expenditure Processing

Expenditures are showing billable on a non-billable project.  Nothing indicates why these transactions would suddenly appear as billable. The employee had charged time earlier in the month through OTL and it shows up correctly as non-billable. User tried making the time as non-billable through the forms, but that option is greyed out for these transactions.
