The PO Output for Communication Program did not Print Closed POs and Some POs are Duplicated.

Steps to Reproduce

----------------

1. Find a PO was created by ex-employee.

2. Submit 'PO Output for Communication' program with the given PO number of step 1 as parameter.

3. Find the the PO not show up on the PDF output.
