On : 12.1.3 version, FC Core

In Oracle Payments , when running Submit Offline Transaction for reprocessing receipts failed with IBY_0001, receipts are still not settled in Cybersource

The issue can be reproduced at will with the following steps:
1. Funds Capture Process Manager > Run Submit Offline Transactions
2. Submit Offline Transactions is failing to settle transactions with Cybersource
