Canceling PO Without Canceling Backing Requisition Results in Req Qty Zero

Steps to reproduce issue:
1. Create requisition with quantity
2. Create Purchase Order
3. Query Purchase Order in BWC
4. Choose line to cancel
5. Do not enable option to cancel backing requisition
6. Submit change
7. PO is Cancelled
8. Query Requisition in BWC
9. requisition Qty is null
