Symptoms

In an OTM scalability enabled environment (multiple webservers), a created new manager layout is showing up in one webserver (where the user is connected) and not in the other webservers.

- Lets say, you have 2 web servers (WEB01, WEB02).
- You create a manager layout while the user is connecting to WEB01.
- The manager layout did not create in WEB02.
