R12 GMS Why Is The Draft Invoice Not Displayed in Invoice Review form in Grants Accounting But Is Displayed in Oracle Receivables ? (Doc ID 2602062.1)

Goal

The draft invoice number 1 is not displayed in Invoice Review form in GMS but is displayed in Oracle Receivables module (AR)
The draft invoice number 1 was already interfaced to AR.

There is also another draft invoice, draft invoice number 2 which is displayed in both Invoice Review form in GMS and in Oracle Receivables module

But the Award Manager is different on each invoice in Oracle Receivables module for the same award.

Why is draft invoice number 1 not displayed in Invoice Review form in GMS ?
