Symptoms
In Oracle iProcurement, Release 12.2.9, with Oracle Enterprise Command Center v3 (ECCv3), an error appears on the iProcurement shopping home page.
Due to this issue, users cannot search for items in iProcurement.
The issue did not occur until after an upgrade from Release 12.2.6 to Release 12.2.9 was completed.

You are not authorized to access the function ICX_ECC_HOME_DEST. Please contact your System Administrator.
Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. On the Oracle Applications Home Page, select an iProcurement responsibility > iProcurement Home Page.
3. The iProcurement shopping home page is displayed, and the error is appearing in the region of the page where the ECCv3 item search bar should be appearing.
