Symptoms

On : 12.1.3 version, CLAIMS

ACTUAL BEHAVIOR
---------------
Ship and Debit batch struck in pending offer approval status and not moving to active status. When used API Ozf_sd_request_pub.Update_sd_request to move batch to active status its throwing error.

ERROR

Status transition selected is invalid. Please provide valid Status transition

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use API Ozf_sd_request_pub.Update_sd_request to move batch to active status
