Special Service Restricting Origin Leg From Planning Where It Should Only Apply To Destination Leg (Doc ID 2608152.1)

Symptoms

When creating a multi-leg Ocean order, the 1st leg is failing to be planned due to the In-Bound special service on the order.

Without a ground carrier selected to handle the in-bond, there is no rate records/offerings. The 1st leg is not planned until a special service is added to the rate record. The in-bond special service should only apply to the last leg, so this shouldn't prevent the 1st leg from planning.
