Dunning Email Subject Shows Application Message Text like IEX_FULFILL_SUBJECT

Symptoms
When creating a custom email subject from Application Developer, the email subject shows the actual message name (IEX_FULFILL_SUBJECT or IEX_FULFILLMENT_SENT), instead of the text, or translated text.
Steps to Reproduce:
Responsibility: Application Developer
Navigation: Application -> Messages
- Define a new message like 'IEX_FULFILL_SUBJECT' and add 'Current Message Text', and any translations.
- Save, and set the profile option 'IEX: Default Fulfillment Subject' = IEX_FULFILL_SUBJECT
- Now when sending dunning via email, the system should pull the subject from 'Current Message Text' for that message. If sent in a different language, it will also pull the translation defined for this message.
