While attempting to validate and submit the Modification/Award Merge an error occurs

'Modification 99999999999 failed merge with the award'

Action PO_DRAFT_MERGE_PKG.MergeReserve_Autonomous : PO_CONTERMS_UTL_GRP.copy_conterms_mod caused result

'Error: Contract Source is Attached Document, but no Primary Contract Document has been uploaded.'

Steps to Reproduce the Issue

1. Login to a CLM Responsibility
2. Attempt to merge an existing Modification with a contract document attached with an Award and approve
