Stuck Transactions in RCV_TRANSACTIONS_INTERFACE - 'LC_INTERFACED'

Information in this document applies to any platform.
User found stuck rows in the rcv_transactions_interface with TRANSACTION_STATUS_CODE as 'PENDING' and PROCESSING_STATUS_CODE as 'LC_INTERFACED'.
But after some time, when User submitted the shipment transaction manually from Landed Cost Management responsibility, stuck transaction got processed.
What is the reason?
