Symptoms
The Uninvoiced Receipts Report completes with warning and creates and output in XML format instead of the RTF format.
Error:

Steps to Reproduce the Issue

1. Login to a PO Responsibility with Setup Access (PO Superuser ,etc)
2. click on VIEW-REQUESTS
3. SUBMIT a new request
4. select Uninvoiced Receipts Report and submit the request
5. output indicates a warning message and is xml formatted not rtf
