ACTUAL BEHAVIOR

When using the Process_Order API to create an RMA, the header level restocking fee is getting applied with a 0 dollar amount
When creating RMA through the application, the header level restocking fee is calculating and applying a dollar amount (ie: 15.16)



EXPECTED BEHAVIOR
Expect a dollar amount(ie: 15.16) to be applied for restocking fee when using process order api to create the RMAs



STEPS
The issue can be reproduced at will with the following steps:
1. Run custom wrapper code which calls the Process Order API to create a RMA with header level restocking fee
