After applying <patch: 30461278>, the user table 'T_ Bon_ Wthldg Tax Amt Computing Rate Table_ Kou Col 7 Person' rate is incorrect.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

Open the form "Table Values"
(N) Other Definitions -> Table Values
Change the effective date as 2020/01/01 or later
Search "T_ Bon_ Wthldg Tax Amt Computing Rate Table_ Kou Col 7 Person" in the table
For fifth records starting from "502000" in Lower Bound, ".8168" can be seen, not ".08168".
