Currency Rate Changed at Purchase Order Header Does Not Update Rate at Distribution Level

Goal
Changing the currency rate on the PO header does not affect the rate on the distributions
Steps to reproduce
On the Enter Purchase Order form,
1) At the header level, Click on the Currency button and enter
Currency=GBP
Rate type=User
Rate date=30-APR-2003
Rate=.6899999999999999999
2) Enter a distribution line. The rate is Rate=.6899999999999999999
3) At the header level, change the currency rate to another value (ie Rate=.55)
No message appears
4) At the distribution line level, the rate on the distribution has not been changed.
Trying to insert a new distribution line shows that the new rate will be at Rate=.55
