Massallocations Is Getting Error While Running Compile Value Set Hierarchies (Doc ID 2616368.1)

When Compile Value Set Hierarchies(=FDFCHY) and Run MassAllocations(=GLAMAS) are run simultaneously, Run MassAllocations is getting the following error and ends with error.

Error Message in MassAllocations Execution Report
Line X: You cannot sum on a detail segment value; use parent value to sum

Expected behavior:
This is an incorrect message.  Also Oracle should not ends with error.

Steps to Reproduce
User A and B perform Compile Value Set Hierarchies and Run MassAllocations simultaneously

User A:
1. (N)Setup > Financials > Flexfield > Key > Values.
2. Query your value set
3. Modify some value
4. Save and close the form.
5. Compile Value Set Hierarchies(=FDFCHY) is run automatically

User B:
1. (N)Journals > Define > Allocation
2. Press Generate button
3. Press Submit button and MassAllocations(=GLAMAS) is run automatically

After that, Run MassAllocations ends with error.
