Work Confirmation Error: Quantity Shipped is greater than quantity ordered plus tolerance (Doc ID 2618584.1)

Symptoms

On : 12.1.3 version, Other - Other Issues

When attempting to process a work confirmation, the following error occurs.

ERROR
-----------------------

Error: Quantity Shipped is greater than quantity ordered plus tolerance.
Cause: Quantity you wish to ship is greater than quantity ordered plus the over receipt tolerance.
Action:Either reduce the quantity to ship or increase your quantity received tolerance on the Purchase Order.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Purchasing>Buyer Work Center> Orders
2. Create a Complex PO

3. Create a Work Confirmation> Progress it to partial % > Submit RTP. Work Confirmation will be created as Shipment in rcv_shipment_headers and rcv_shipment_lines

4. Now create another work confirmation, to progress remaining quantity. Submit RTP. Program ends in error with above said error message.
