APP-FND-01048 Error When Try To Enter Tag Count And It Will Not Save (Doc ID 2618759.1)

Symptoms

Actual Behavior
When trying to perform a physical inventory in an organization that is NOT project reference enabled when the stock locator key flexfield has segment19 and segment20 defined(since some other organizations are project reference enabled), the follow behavior is observed.
First-there are tags created with ".." (for example Stores..) in the tags form after the Tag Generation Concurrent request completes. These should not be there.
Second-when trying to save the a count in the incorrect tag with the "..", the locator is actually created in mtl_item_locations despite the fact that their locator setup is Prespecified.

Steps

The issue can be reproduced at will with the following steps:
There are some organizations that are project reference enabled and some that are not project reference enabled so the stock locator key flexfield has segment1, segment19, and segment20 enabled and displayed.
In an organization that is NOT project reference enabled, do the following.
Verify in the Setup>Organizations>Stock Locators form that there is a locator called "Stores". Note there is NO locator called "Stores.." at this tme.
1. Create a physical inventory(PI)
2. Create the Snapshot
3. Run the Generate Tags request for the PI
4. Go the the Tag Counts form and check the tags
a. Note that on the first page of tags, all the locators look correct and do not have the ".."
b. Page down to second page and beyond(this is a critical step)- there are tags generate with a locator "Stores" and also "Stores.."
At this time, there is no record in the mtl_item_locations table for the locator "Stores.."
5. Try to enter counts in the Tag Counts form. Try to add quantity of 1 to tag "Stores" and also "Stores.."
After save, the following error occurs and the locator "Stores.." is created in mtl_item_locations.
