ACTUAL BEHAVIOR
---------------
Assigning a different Rule by Operating Unit having a different email address per OU is not working.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to have a different email address per operating unit.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup a rule and setup the Web HTML function.
2. Change to Account Details or Paying Account pages
3. Look to change OU and try to email contact us.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use Rules to be able to email to correct different email addresses from Account Details or Pay Account pages.
