Inventory Transaction Does Not Process in Sequence Order for Lot + Serial Control Item (Doc ID 2620652.1)

Symptoms

Installed Base processed later inventory transaction before earlier inventory transactions are still in error.  Which caused the earlier inventory transactions are stuck forever due to instances were moved to later location.

The issue happened to item which has lot + serial control only
