Symptoms
When running the txkOnPremPrePDBCreationTasks.pl script to upgrade the database to Oracle database release 19c, the following error occurs:

ERRORMSG: Unable to evaluate DB host and domain.

The issue can be reproduced at will with the following steps:
Upgrade Oracle E-Business Suite database to 19c database by following document "Using Oracle 19c RAC Multitenant (Single PDB) with Oracle E-Business Suite Release 12.1 (Doc ID 2530680.1)"
