Symptoms

On : 12.1.3 version, Oracle Access Manager

When attempting to login via OAM after implementation
the following error occurs.

There was an error processing your request. The Login/Portal Server Installation may be incomplete. Please contact your System Administrator



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Complete OAM configuration per
Integrating Oracle E-Business Suite Release 12 with Oracle Access Manager 11gR2 (11.1.2) using Oracle E-Business Suite AccessGate (Doc ID 1484024.1)
2. Attempt to login to OAM
3. FND-9930 Error occurs on Application Homepage
