After applying patch:30537911(2020 Federal W-4 Update Patch Phase 2), PAY_US_MOBILE_W4 becomes invalid with the error below.
PLS-00306: wrong number or types of arguments in call to 'MANAGE_FED_API_TRANS'
PLS-00306: wrong number or types of arguments in call to 'VALIDATE_SUBMISSION'

The issue can be reproduced at will with the following steps:
- Apply patch:30537911(2020 Federal W-4 Update Patch Phase 2)
- Package PAY_US_MOBILE_W4 becomes invalid.
