Problem Statement:

Leave Payment shows different rate from Ordinary Pay when it's expected to be the same.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

Apply patch:30154291 (Annual Leave Payment Is Calculated As Zero).
Create Parental Leave on 1-Mar-2017
Create Annual Leave on 1-Jun-2019
Run Payroll
SOE shows in correct rate for Annual Leave Payment, where it should be same as the ordinary rate.
