Persleo.Odf Errors With ORA-30556 On Table Per_All_People_F (Doc ID 263266.1)

Symptoms

 Instance is being upgraded to 11.5.9, and the following error is being received while running u2669606.drv (the 11.5.9 patch):

persleo.odf errors with:
"ALTER TABLE HR.PER_ALL_PEOPLE_F MODIFY ( LAST_NAME VARCHAR2(150) )
ORA-30556: functional index is defined on the column to be modified"

It was noted that the following functional index was defined on HR.
PER_ALL_PEOPLE_F but
the index was actually owned by APPS.
CREATE INDEX APPS.PER_ALL_PEOPLE_F_N1 ON
HR.PER_ALL_PEOPLE_F(UPPER("FIRST_NAME")||' '||UPPER("LAST_NAME"));
